Mulero-Carrillo v. Roman-Hernandez, 13-2267
In a 42 U.S.C. section 1983 action brought by twenty graduates from medical schools outside of the US who are ineligible to receive a medical license in Puerto Rico because they failed the Puerto Rico Medical Licensing Examination (PRMLE), challenging the the validity of the PRMLE's purportedly arbitrary passing score and alleging defendants violated the plaintiffs' due process and equal protection rights, the district court's grant of defendants' motion to dismiss is affirmed where there is no plausible basis for a claim for relief.
