The petition for writ of prohibition is granted only to the limited extent delineated in this order. The trial court's September 12, 2019, “order denying ‘response to attorney general’ ” is hereby quashed. The petitioner's “response to attorney general,” styled in this court, was the petitioner's reply in mandamus case 2D19-1964, a copy of which was served by the petitioner on Judge Barbara Twine Thomas. The September 12 order appears to have been entered in violation of the stay of proceedings instituted by this court's August 2, 2019, order in case 2D19-1964 and extended for a limited period by this court's September 4, 2019, order in the same case. In light of the limited grant described in the previous paragraph, the present order does not act to disqualify Judge Thomas. The court notes the pendency of the petitioner's motion to disqualify, filed in the circuit court on September 18, 2019, based on this court's September 4 order in case 2D19-1964. That order directed that if the motion to disqualify is filed by the deadline set in the order, it should be considered as having been filed on May 15, 2019.
