Green v. City of St. Louis, 06-3349
In a case arising out of the reorganization of the City of St. Louis' program for certification of businesses as Minority Business Enterprises or Women's Business Enterprises, partial summary judgment and judgment pursuant to a jury verdict against plaintiff are affirmed over claims that: 1) the district court erred in entering summary judgment against him on his claim under 42 U.S.C. secions 1981, 1981a, and 1983 for refusing to hire him in retaliation for exercise of his First Amendment rights, and on his claim under 31 U.S.C. section 3730(h) for retaliation against a whistleblower; and 2) the district court erred in excluding evidence of statements made after he was terminated and in instructing the jury.
