A petition for review of a BIA order affirming an IJ's orders and opinions, which reopened removal proceedings against petitioner after he had been granted asylum, terminated the asylum, and ordered her removed is granted based upon deficiencies in the IJ's decisions to reopen proceedings and terminate her asylum.
