Dismissal of 12 of 13 counts and denial of class certification in a putative class action against various counties challenging an administrative fee for posting a bond with the county sheriff is affirmed where plaintiffs failed to state a claim on the dismissed counts, and the named plaintiffs' claims were not typical of those of plaintiffs detained in other counties.
