United States Fourth Circuit

Lin v. Mukasey, 06-1456

Petition for review of denial of applications for asylum, withholding of removal, and protection under the Convention Against Torture, is granted, primarily, where the BIA's cursory statement on forced IUD insertion in China does not provide sufficient information to conduct a meaningful review of BIA's conclusion that petitioner did not suffer past persecution.
