In a constitutional challenge to sentences imposed after guilty pleas to illegal reentry, 8 U.S.C. section 1326(a) and (b)(2), judgment of the district court is affirmed because the implementation of fast-track programs is rationally related to several legitimate governmental interests and does not violate the Fifth Amendment and where the sentences imposed were procedurally and substantively reasonable.
