RANKINE v. RENO, 01-2135/2483
Congress' repeal of discretionary waivers of deportation does not have an impermissible, retroactive effect when applied to aliens who were convicted before the date of repeal, because they did not detrimentally rely on the availability of discretionary relief when exercising their right to trial.
