Soto-Rios v. Banco Popular de Puerto Rico, 10–2270.

In an appeal from a judgment of the district court upholding a dismissal of debtors' action to avoid certain unperfected mortgages in bankruptcy proceedings, judgment is affirmed where the failure to record subject deeds because of administrative backlog qualifies as an exception to the automatic stay and strong arm power provisions.
