Balachandran v. Holder, 08-1494

Petitions for review of an order denying plaintiff's application for asylum, withholding of removal, and protection under the Convention Against Torture is denied where: 1) the Board of Immigration Appeals implicitly addressed plaintiff's claim that he qualified for relief on the basis of a pattern or practice of persecution in Sri Lanka and properly denied his claim; 2) the Board properly upheld the IJ conclusion that plaintiff failed to provide adequate corroboration that he was eligible for relief; and 3) plaintiff did not qualify for protection under the Convention Against Torture as he failed to establish a likelihood of being tortured with government acquiescence.
