In an action brought against the Puerto Rico Ports Authority and various officials, alleging political discrimination and retaliation, summary judgment for defendants is affirmed where: 1) as plaintiff was a trust employee, she was freely subject to removal from her position and, thus, had no claim for adverse employment or violation of First Amendment rights to free speech; 2) for purposes of a claim that she suffered retaliation after her reinstatement to a career employment position, she failed to allege sufficient facts to support her claim of political discrimination; and 3) due process and conspiracy claims also failed.
