FLOWERS v. FIORE, 03-1170, 03-1533
Summary judgment was properly granted to defendants on constitutional and state law claims arising out of plaintiff's stop and detention by police. Though it is a close case, the stop and detention did not go beyond the boundaries of an investigatory Terry stop; the officers possessed sufficient and reasonable suspicion to stop plaintiff and acted reasonably throughout the course of the detention.
