US v. CONSUMER INS. GROUP, 01-1077
A government employee who obtains information about fraud in the scope of his or her employment, and who is required to report that fraud, may still be a "person" entitled to bring a civil action under the False Claims Act, 31 U.S.C. section 3730(b)(1).
