Vacating and remanding a district court denial of a defense motion to dismiss a suit complaining that Wisconsin voting districts had been subjected to gerrymandering that involved a practice of packing and cracking that allegedly disadvantaged Democratic voters because the plaintiffs lacked standing since their districts hadn't been subjected to the gerrymandering at issue.
