Affirming lower court determinations that petitioners who pleaded guilty to drug conspiracy charges were not qualified for sentence reductions where the Sentencing Commission had amended the Guidelines to reduce base offense levels for certain drug offenses because their sentences were explicitly not based upon the Guideline ranges in the first instance, but rather predicated on their mandatory minimums and their substantial assistance to the Government.
