Affirming the dismissal of Alien Tort Statute complaints filed by the victims of terrorist attacks against a Jordanian bank with a New York branch they said was used to process transactions by a Texas-based charity allegedly affiliated with Hamas because under Kiobel v. Royal Dutch Petrolium Co. the ATS does not extend to suits against foreign corporations when all relevant conduct took place out of the United States, extending this holding to deem that foreign corporations may not be sued under the ATS generally.
