Affirming a Seventh Circuit reversal of a District Court determination that a safe harbor provision barred the defendant from avoiding the transfer of funds relating to the sale of a harness-racing license the buyer claimed was part of a fraudulent transaction that later sent them into bankruptcy because the safe harbor provision did not extend to cover the transfer at issue.
