Murphy v. Smith, 16-1067

Affirming the Seventh Circuit's determination that the district court's order that the prevailing petitioner in a federal civil rights suit must pay 10% of their judgment toward attorney fees, leaving the defendants responsible for the remainder, was improper because the relevant statute requires that the district court must exhaust 25% of the prisoner's judgment settling attorney fees before demanding payment from the defendants.
