Bethune-Hill v. Virginia State Bd. of Elections, 15-680
In an action brought by certain voters claiming that the Virginia State Legislature's new lines for 12 state legislative districts, drawn with the goal of ensuring that each district would have a black voting-age population (BVAP) of at least 55%, violated the Fourteenth Amendment's Equal Protection Clause, the District Court's judgment dismissing the challenge is: 1) vacated in part, where the District Court employed an incorrect legal standard in determining that race did not predominate in 11 of the 12 districts; and 2) affirmed in part, where the District Court's judgment regarding District 75 is consistent with the basic narrow tailoring analysis explained in Alabama Legislative Black Caucus v. Alabama, 575 U.S. ___, ___.
