Foster v. Chatman, 14-8349

In a petition for habeas corpus relief from conviction of capital murder and death sentence, the Georgia Supreme court's denial is reversed where: 1) the Supreme Court has jurisdiction to review the judgment of the Georgia Supreme Court denying Foster a Certificate of Probable Cause on petitioner's Batson claim; and 2) the decision that petitioner failed to show purposeful discrimination was clearly erroneous.
