Harris v. Arizona Independent Redistricting Comm’n, 14-232
In a challenge to Arizona's legislative redistricting plan, which was redrawn by Arizona's independent redistricting commission and had a 8.8% deviation from absolute equality of districts, the District Court's decision upholding the plan is affirmed where the deviations were primarily a result of good-faith efforts to comply with the Voting Rights Act, even though partisanship played some role.
