Nichols v. US, 15-5238

In an appeal brought by a registered sex offender who moved from Kansas to the Philippines without updating his registration, was arrested, escorted to the U.S., and charged with violating the Sex Offender Registration and Notification Act (SORNA), the Tenth Circuit's affirmation of his conviction, holding that though defendant left Kansas, the State remained a "jurisdiction involved" for SORNA purposes, is reversed where SORNA did not require defendant to update his registration in Kansas once he departed the State.
