Sturgeon v. Frost, 14-1209

In a suit over the permissibility of hovercraft on a stretch of Alaska's Nation River that flows through the Yukon-Charley Rivers National Preserve, a conservation system unit managed by the National Park Service, involving a conflict between state law which permit hovercraft and Park Service regulations which do not, the Ninth Circuit's judgment in favor of Park Service is vacated where its interpretation of Section 103(c) of Alaska National Interest Lands Conservation Act (ANILCA) is inconsistent with both the text and context of ANILCA.
