Mata v. Lynch, 14-185

In a case in which the Board of Immigrant Appeals (BIA) dismissed plaintiff's appeal due to her counsel's failure to file a brief, the Fifth Circuit's dismissal of her appeal is reversed where it erred in declining to take jurisdiction over the appeal, because a court of appeals has jurisdiction to review the BIA's rejection of an alien's motion to reopen.
