Salazar v. Ramah Navajo Chapter, 11–551
In an action brought by Tribes under the Contract Disputes Act for breach of contract, arising out of agreements with the Department of the Interior for the provision of services such as education and law enforcement pursuant to the Indian Self-Determination and Education Assistance Act (ISDA), the Tenth Circuit's finding the US liable is affirmed and the US must pay each Tribe's contract support costs in full, where Congress appropriated sufficient funds to pay any individual tribal contractor's contract support costs in full but did not appropriate enough to pay all tribal contractors collectively.
