In a case involving the scope of 28 U.S.C. section 2244(d)(2), the phrase "collateral review" as used in section 2244(d)(2) means judicial review of a judgment in a proceeding that is not part of direct review, such that a Rule 35 motion filed 11 years after conviction of defendant for first-degree sexual assault became final, is not time-barred.
