District court properly enjoined a Mississippi court's proposed congressional re-districting plan, as that plan had not been pre-cleared and had no prospect of being pre-cleared in time for the 2002 election, and the district court properly re-fashioned its own congressional reapportionment plan under 2 U.S.C. section 2c.
