Section 1437d(l)(6) of the Anti-Drug Abuse Act of 1998, 42 U.S.C. 11901(3), gives local public housing authorities discretion to evict public housing tenants when either a member of the tenant's household or a guest engages in drug-related criminal activity, regardless of whether the tenant knew, or had reason to know, about such activity.
