Affirming the ruling of the United States Court of Federal Claims denying claims of the taking of property by the family of a US citizen killed in the bombing of UTA Flight 772 by terrorists of the Abu Nidal Organization, a group sponsored by the Libyan Government who felt that the Claims Settlement Agreement between the United States of America and The Great Socialist People's Libyan Arab Jamahiriya was a taking, but the court held that prohibiting or espousing a litigant's claim by restoring a foreign sovereign's immunity is not a physical invasion of property.
