Affirming a US Court of International Trade final decision denying a motion for summary judgment to a company and granting a government cross motion for summary judgment because the court agreed with the Customs and Border Patrol's classification of the plaintiff's subject imports finding that the articles at issue, decorative plates and mugs, weren't eligible for duty free treatment.
