Affirming the Court of Federal Claims' determination that the Government's termination of lawsuits pursuant to a Claims Settlement Agreement between the United States and Libya relating to Libya's responsibility for terrorist attacks in the '80s and the subsequent legislation and executive order preventing the parties from pursuing their lawsuits against the country did not constitute a compensable taking under the Fifth Amendment.
