Affirming the grant of summary judgment to the US Patent and Trademark Office regarding the length of the patent term adjustment in a case where the patent holder and the office disagreed about the amount of time that should be added as a result of the PTO's delays in granting a patent, agreeing that the period would begin from the time when all of the patent requirements were met, not the time of initial filing.
