Reversing a trial court decision and vacating a preliminary injunction in a case where the Court of Federal Claims enjoined the US Army from proceeding with or awarding a contract to Airbus Helicopter, Inc. because their decision was not a procurement decision subject to review and it was an abuse of discretion to supplement the administrative record since the Sole Source Justification and Approval was not arbitrary and capricious.
