Affirming the dismissal of a wireless company's complaints for lack of jurisdiction under the Tucker Act in the case of a company whose failure to pay for spectrum licenses resulted in their automatic cancellation by the FCC because the Communications Act provided a comprehensive statutory scheme to raise contract claims, which foreclosed Tucker Act jurisdiction.
