Ebanks v. Shulkin, 15-1499
Vacating and remanding a case involving a veteren's application for increased benefits in which he filed a motion relating to a three year delay in getting a hearing, a motion the court held was moot since the hearing had been held in the interim, but remanding because the mooting of the case denied the movant the opportunity for appellate review of the judgment of the Court of Appeals for Veterans Claims.
