In an appeal arising from the inter partes reexamination of all claims, the Patent Trial and Appeal Board's decision upholding the Examiner’s rejection of all claims is affirmed where: 1) the estoppel provision of section 317(b) did not prohibit the PTO from maintaining the reexamination of the patent's claims; and 2) the Board's construction of the dual download feature is consistent with the broadest reasonable interpretation.
