In a breach of contract claim brought against the Government, the Court of Federal Claims' dismissal of the complaint is affirmed where plaintiff failed to state a claim for which relief could be granted, because the Government has no contractual obligation to reimburse plaintiff's pension withdrawal liability costs that were incurred pursuant to the Multi-Employer Pension Plan Amendment Act of 1980, 29 U.S.C. section 1381, et seq.
