In a takings case, involving the question of whether the Government prevented plaintiff from mining on a tract of land in California for over a decade thus taking plaintiff's property rights in a manner compensable under the Fifth Amendment of the Constitution, the Claims Court's judgment that plaintiff did not have standing and that plaintiff had also failed to prove the merits of its claim is affirmed where, although plaintiff does have standing, the Government's acts did not effect a compensable taking of plaintiff's property.
