CS Wind Vietnam Co., Ltd. v. US, 2015-1850

In an action brought by a Vietnamese manufacturer of wind towers, that was selling its products in the U.S. at over a calculated 50% below normal value, challenging three aspects of the Commerce Department's calculation upheld by the Court of International Trade, the ruling below is: 1) reversed as to Commerce's weight calculation; 2) affirmed as to Commerce's treatment of Korean subsidies; and 3) vacated and remanded as to Commerce's overhead-expense calculation.
