Grover v. Office of Personnel Management, 2015-3160

In a government benefits case, involving a retirement annuity under the Civil Service Retirement System after petitioner retired as a customs officer, the Merit System Protections Board's rejection of petitioner's challenge to the Office of Personnel Management's calculation of his overtime pay is vacated where the Board and OPM incorrectly relied on a legal ground that seems to make the factual issue immaterial, even in the face of internally conflicting information in the official record used by OPM for its calculation.
