In petitions for review, pursuant to 38 U.S.C. section 502, challenging the validity of a Final Rule issued in 2014 by the Department of Veterans Affairs pursuant to its notice-and-comment rulemaking authority, which amends the VA's adjudication and appellate regulations to require that all claims and appeals originate on standard VA forms, the petition is denied where the Final Rule is valid because it accords with applicable rulemaking procedures and is not arbitrary, capricious, an abuse of discretion, or otherwise contrary to law.
