In an appeal of the U.S. Court of International Trade affirming the U.S. Department of Commerce's remand determination on certain small-diameter steel wire rod, the Trade Court judgment is reversed where Commerce's initial minor alteration anti-circumvention determination was in accordance with law and supported by substantial evidence.
