Mulder v. McDonald, 14-7137

In an appeal by a veteran-plaintiff contesting the VA's reduction of disability compensation benefits after he was incarcerated as a result of a felony conviction, the Veterans Court decision upholding the Board of Veterans' Appeals determination is affirmed where, under 38 U.S.C. section 5313(a)(1), the VA should use the date on which plaintiff pleaded guilty and was convicted when calculating the date on which to reduce his benefits.
