In an appeal of the US Court of Federal Claims final judgment entered in favor of the government, the Claims Court decision is affirmed where: 1) there is a rational basis for the SBA-OHA's determination that the primary and vital requirements of the solicitation are the management and coordination of a package of lodging and transportation services; and 2) the grant of defendants' motion for judgment on the administrative record was not arbitrary and capricious.
