Young v. McDonald, 13-7116

Judgment of the Veterans Court holding that the effective date for claimant's award of service connection due to post-traumatic stress disorder (PTSD) was March 10, 1989 is affirmed, where: 1) a Veterans Affairs decision may be set aside for clear and unmistakable error only if the error was the sort that would have manifestly changed the outcome had it not been made; and 2) claimant failed to show that the Veterans Court would have reached a different outcome on the effective date issue had it referenced the language of the 1984 regulation (when claimant filed his original claim) instead.
