In a proceeding to enforce a Consent Order entered into by the parties, the International Trade Commission's review of the Administrative Law Judge's (ALJ) order denying defendant's motion to terminate the investigation was not procedurally sound, where, because the Commission circumvented its own rules without waiving, suspending, or amending them, its review of the ALJ's order was arbitrary, capricious, an abuse of discretion, or otherwise not in accordance with law.
