Spicer v. Shinseki, 13-7142
The United States Court of Appeals for Veterans Claims properly upheld the decision of the Board of Veterans' Appeals finding that claimant was not entitled to an increased rating under 38 C.F.R section 4.71a, Diagnostic Code 5003, where the Veterans Court did not err in interpreting the governing regulation.
