In an appeal of the United States Court of International Trade (CIT) regarding the classification of certain white sauce imports as “[b]utter and . . . dairy spreads” under the Harmonized Tariff Schedule of the United States (HTSUS), which increased the tariff by approximately 2400%, judgment in favor of importer-plaintiff is affirmed where the Customs notice of action, which reclassified the sauce, effectively revoked the initial Ruling Letter classification without following the necessary procedures.
