CMS Contract Management v. US, 13-5093
The Court of Federal Claims' denial of plaintiffs' request to set aside as unlawful the Department of Housing and Urban Development's (HUD) solicitation and award of contract administration services related to Section 8 of the Housing Act, is reversed and remanded, where: 1) the Performance-Based Annual Contribution Contracts are procurement contracts, not cooperative agreements; and 2) HUD concedes it did not comply with federal procurement laws.
