The decision of the Patent Trial and Appeal Board affirming the rejection of claims 1–25 of the '261 patent application for a rowing machine as obvious is reversed and remanded, where: 1) the Board erred in concluding that the claims of the '261 application would have been obvious in view of the '447 patent chest press apparatus; and 2) on this record, it is not obvious to modify a machine with handles designed to be pushed to one with handles adapted to be pulled.
